Our client was concerned that it had no effective manner to measure the degree to which its efforts at harmonization between two different transportation safety and security regimes were being realized. It was a goal to ensure that the two regulatory programs collaborated effectively.
THSG was engaged to conduct a comprehensive review of the degree to which Canadian Transportation of Dangerous Goods Regulations were in fact “interoperable” or “harmonized” with those made by the United States in Title 49 CFR, relating to the safe transportation of Hazardous Materials. In developing the first ever harmonization evaluation framework based on international best practices, the client was able to review at semantic, technology and legislative levels the degree to which harmonization occurred.
